R E G U L A T I O N S

1. GOALS AND OBJECTIVES.

The main goals of the VII International Friendship Marathon are to strengthen friendly relations between the Republic of Belarus and the Republic of Lithuania; to improve partner and business relations between Belarusian and Lithuanian organizations; popularization and development of running race as one of the most advanced and available forms of physical culture.

MAIN OBJECTIVES:

to develop physical activities including running race;

to strengthen friendly relations between people of the Republic of Belarus and the Republic of Lithuania;

to strengthen friendly relations between youth, runners, and veterans of physical culture of both states;

to strengthen relations between establishments and administrations of Belarus an Lithuania, the development of trans-regional relations and integration;

to promote running, physical activities and sports as educational measures for
physical, spiritual and moral education;

to promote the social values and healthy lifestyle;

to improve skills of Belarus and Lithuania athletes;

to improve the image of Belarus and Lithuania Republics, to present Grodno and Druskininkai as the places suitable for the important European sport events.

2. ORGANIZATIONAL STRUCTURE AND LEADERSHIP

Organizational structure of marathon: organizers, organizing committee, judge’s chamber.

2.1. ORGANIZERS.

The main task of the organizers is the successful preparation and holding of the event. To this end, the organizing committee is formed. The distribution of responsibility, approval of marathon’s program, judiciary board structure, the budget measures are done by organizing committee.

2.2. ORGANIZING COMMITTEE.

Organizing committee is composed from leaders and specialists from the following organizations:

Ministry of sports and tourism of Belarus;

Department of physical education and sports of Lithuania;

National Olympic Committees of Belarus and Lithuania;

Athletics federations of Belarus and Lithuania;

Executive committee of Grodno district;

Executive committee of Grodno city;

Municipality of Druskininkai;

Department of physical education, sports and culture of Executive committee of Grodno area;

Grodno regional organization of NGO "Belarusian Athletics Federation"

Grodno Regional Executive Committee;

Public Institution „Sportbalt“ (Lithuania);

Grodno border group;

Lithuania border group;

Grodno regional Customs;

Lithuanian Customs Department.

The main task of the organizing committee is to co-ordinate the preparation steps to ensure successful accomplishment of the marathon.

Marathon coordinators are:

Department of physical education, sports and culture of Executive committee of Grodno and Grodno regional organization of NGO "Belarusian Athletics Federation" area (Belarus) and Druskininkai Municipality with Public Institution „Sportbalt“ (Lithuania), Sport club "Run4Fun"

2.3. ALLOCATION OF RESPONSIBILITIES AMONG MEMBERS OF ORGANIZING COMMITTEE.

Ministry of sports and tourism of Belarus, department of physical education and sports of Lithuania, National Olympic Committees of Belarus and Lithuania, Grodno Regional Executive Committee, Municipality of Druskininkai, Department of physical education, sports and culture of Executive committee of Grodno area co-ordinate relations between two Republics institutions, promote the event using mass media, sustain the participation of supporters.

Athletics federations of Belarus and Lithuania promote the event among European and world athletics federation and co-ordinate various questions among Lithuania and Belarus institutions.

Executive committee of Grodno city, Executive committee of Grodno district and Municipality of Druskininkai select and combine the international marathon route, limit or forbid traffic in streets in which Friendship marathon will take place. With help of special services Committees and Municipality ensure safety of the route and medical aid during the event. These organizations also arrange cultural – festal program; organize concerts; serve food at marathon eating spots at 5, 10, 15, 18, 20, 23, 25, 28, 30, 33, 35, 38, 40 kilometers of the track and at the finish line (42 km 195m); are responsible for the work of bio toilets at 10, 20, 30 kilometers of the marathon track; provide marathon participants with promotional material about the city and area of Grodno and Druskininkai city; attract budgetary and sports organizations from other cities to the marathon preparation and enforcement; decide other important questions.

Executive Committee of Grodno City and the government of Druskininkai will cover the cost of placing information about the marathon on banners and billboards in Grodno and Druskininkai .

National Olympic Committee of the Republic of Belarus establishes three prizes for the award winners (1-3 place) marathon in absolute superiority of men and the Cup for rewarding the team for the 1st place in the team competition.

National Olympic Committee of Lithuania establishes three prizes to award winners (1-3 place) marathon in absolute superiority of women and Cup ceremony in the nomination "The most numerous team ."

Public institution „Sportbalt“ (Lithuania) together with Department of physical education, sports and culture of Executive committee of Grodno and Grodno regional organization of NGO „Belarusian Athletics Federation“ district, according to rules of athletics and running (highway) competitions, finance and organize the measurements, certificate tracks, are responsible for the technical preparation of race tracks. To make the event more popular, both institutions promote the event and organize public relations campaigns in both countries. These two organizations are responsible for the numbers of production and distribution among participants, production of honorary medals and T-shirts with official symbol of Friendship Marathon for the participants and volunteers and officials assisting in providing of the event, register the marathon participants, ensure the smooth progress of the marathon and cover the basic expenses of the event.

Border of Grodno group, Regional customs of Grodno together with Custom and border offices of Lithuania ensure smooth crossing of the border.

And a marathon organizer commits:

Department of physical education, sports and culture of Executive committee of Grodno commits to present list with requested information about participants till 9.00 p.m. (local time of Belarus) for Border of Grodno group not later than one day till the marathon start;

Public institution „Sportbalt“ till 9.00 p.m. (local time of Lithuania) presents list of participants with necessary information according to the added required form (names and surnames must be written using Latin alphabet, participant numbers – in sequence) for State border guard services of Varėna district not later than one day till the marathon start;

to present list of attendants who will cross the border (according to the added form);

travel documents of marathon participants must be presented into Raigardo border office not later than one hour before the border crossing of the first participant. A sticker with participant number must be glued on the cover of travel documents (on the covers back side);

to present list of all service staff vehicles which will cross the border with needed information (vehicle mark, vehicle registration plate, insurance policy number and its expiration date);

to present a guarantee letter for State border guard service of Varėna district to proclaim arrival conditions of participants who are non-EU citizens (detailed citizen list, purpose of arrival, duration of stay, recipient organization name and guarantee that arriving persons will have enough resources for their stay duration and comeback to their country).

The Referee Chamber will test the marathon route; accomplish the event under these regulations and rules of athletics.

3. PLACE AND TIME.

International Marathon of Friendship is carried at July 09, 2017 (Sunday), start will be carried at 8 a.m. of local time at Grodno (Belarus),  finish in Druskininkai (Lithuania ). Registration of participants will be on the 08th of July , 2017 (Saturday ) from 12.00 to 20.00 hours local time in Grodno city (Belarus,) Kommunalnaya Street, 3a, main entrance of the public institution “Olympic Reserve Center on Hockey” (Ice Palace).

Marathon dystance of 42 km. 195 m. starts from Grodno, passes through the Maksima Gorkogo Street  and Grandichskoy Street (Grodno city), by road p-42, through the villages Grandichi, Zaritsa and Gojo, through the border states control point Privalka - Raigardas, goes on hihgway P-42, and further the route continues on the territory of Lithuania, through  Grodnenskaya Street, Vilnius Avenue  in Druskininkai.

Marathon track is measured and officially certified by International Fedaration of Track and Field.

Marathon track goes on hihgway with asphalt covering. Track is marked with indication of every kilometer and of a dystance of half – maraton (21,1 km). For the security purposes every participant of the race has to pay attention to the coomands and recomendations ot the marathon officials.

4. PARTICIPANTS.

The participants shall not be younger than 18 years old. They need to have visa to enter the Republic of Belarus and the Republic of Lithuania. They also need to fill in a registration form, pay starting payment and sign that they are responsible for their own health.

Getting a start number, runners must show passport with a valid visa. The marathon participants who are not EU citizens confirm with their signature that the main aim of arriving to the Republic of Lithuania is participating in the marathon. They also need to have enough money to stay in the Republic of Lithuania and return to their country (home).

5. THE COURSE OF THE EVENT.

5.1. DISTANCE AND TIME LIMIT.

Marathon distance is 42 km 195 m. Time limit is 6 hours. Electronic timing system will be turned on at 8.00 a.m. (local time of start place) and turned off after 6 hours. After the limited time the results of marathon participants won’t be counted.

5.2. REGISTRATION.

All participants must make on-line registration at the official website of the International Friendship Marathon – www.drauqystesmaratonas.lt. Electronic system will be turn off 3 days before the marathon. The qualifying date will be announced on the official website of the International Friendship Marathon www.drauqystesmaratonas.lt. and websites of the organizers and partners of the marathon.

The participants must fill in the registration form with Latin letters in accordance with their passports. If one line of the form is not filled, the participant will not be registered. The organizers can use participants’ registration information in receiving visa.

During 7 days after registration the participants must pay starting payment in the prescribed amount. In case of correct registration and payment on time (during 7 days), the participant will be registered. Otherwise he/she is excluded from the list and is not allowed to take part in the marathon.

The list of the registered participants will be posted on the official web site of the International Friendship Marathon www.drauqystesmaratonas.lt.

Making registration, participants agree with the marathon regulations.

Marathon organizers have set a limit (quota ) to participate in the marathon. In 2017 at the start can go no more than 500 athletes. Registration is  stopped at the end of the quota.

Athletes with a high personal results (2.20 and faster (men) and 2.40 (women) and faster) can get a discount on accommodation and paying the entry fee.  These athletes before the 31st of May this year must send a letter about willingness to participate in the marathon with a description of the personal data and results by e-mail: grodnooblsport1@mail.ru

5.3. ENTRANCE FEE.

After filling the registration form at the official marathon website www.drauqystesmaratonas.lt, the participant must pay the entrance fee (during 7 days).

The entry fee is paid in the following amount:

until January 31 - 15 euros.

February 1 - April 30 - 20 euros.

May 1 - June 30 - 25 euros.

July 1 - July 5 - 30 euros.

Belarusian participants of the marathon can pay the entry fee in any Bank of Republic of Belarus to the account of the Grodno regional organization of Public association "Belarusian Athletics Federation" UNN 590375014, account  3015000013177, Branch 400 "Belarusbank", code 752 (bank address: 230025, Orzeshko 4, the address of the Grodno regional organization of the Public Association "Belarusian Federation of Athletics": 230023, Grodno, str. Orzeszko 19, please indicate in your payment check – payment for participation in   "International Marathon of Friendship". Citizens of the Republic of Belarus due to  pay the entry fee in Belarusian rubles according to the official rate of the National Bank of the Republic of Belarus on the day of payment.

In case of refusal to participate the entry fee is not refundable.

The entry fee includes:

Starting package: starting number, the official t-shirt of the marathon pins, duffel bag, sticker on the duffel bag and passport, information materials, advertising and commemorative products.

Electronic chip (reusable).

Commemorative medal for those participants who finish.

Refreshing drinks and meals every 5 km on the distance and finish.

Medical care.

Changing rooms, toilets and showers in marked places. Personal certificate and the protocol of finish can be downloaded from the site of the marathon.

Photos and videos from the event will be available on the official web site of the marathon and partners’ web site.

Sponsors’ materials.

5.4. ISSUANCE OF STARTING MATERIALS AND REGISTRATION THE DAY BEFORE THE START.

Participants need to come one day before the start or on the 08th of July,2017, Grodno city (the Republic of Belarus) Kommunalnaya Street, 3a, main entrance of the public institution “Olympic Reserve Center on Hockey” from 12.00- 20.00 hours local time and register for the race. During registration will be provided starting packages (starting number, the official marathon T-shirt, pins, ID-badges, advertising items, etc.). To  registration procedure, are admitted participants who have previously registered on the official website of the International Friendship Marathon - www.drauqystesmaratonas.lt and paid the entry fee.

Remember. Registration is done only with a personal submission of documents. Others
authorized persons will not be allowed to register.

Participants haven’t registered on the specified time will not be allowed to the competitions.

On the marathon day the registration is not available.

For the registration participants must have:

- valid passport, valid visa (Belarusian or Lithuanian) for arrival and departure in the Republic of Belarus and the Republic of Lithuania.

- a printed document that participant received after payment the entry fee.

- receipt of payment of entry fee;

- international medical insurance.

On arrival at the registration, participants sign that they are responsible for their health themselves.

The medical service, cross-border service representatives and representatives’ of insurance company will be working during the registration. If necessary, they have the right to demand additional documents. They will carry out extra help.

5.5. STARTING NUMBER.

Starting number of the marathon participants is assigned automatically on the fact of payment the entry fee. Later this information is entered in the starting protocol.

After payment, an e-mail with starting number will be sent to participants.

Only those participants who have the starting number of the International Friendship Marathon can start marathon route. Every participant of the competition must have a number fastened neatly on the T-shirt. The number has to be fastened on the front of the T-shirt to be clearly visible during the entire marathon. Each participant is required with a personal start number. The registration number is received during the registration. This number remains the same from the beginning till the end of the marathon.

5.6. CHRONOMETRY.

The timing of the marathon is measured by the electronic timing chip “Champion Chip”. This electronic timing chip system must be attached to each participant. Chip is issued together with the starting attributes. Chip should be attached with the oppressor to running shoes or with the tape on the leg (chip should be attached no higher than 30 cm above the ground). If participant fail to accomplish these requirements or accomplish them incorrectly the time won’t be fixed and the final result won’t be included in the competitions protocol.

The marathon participant must pass through all time measuring control points. Otherwise the result will not be included in the finish protocol and the participant will be considered as resigned from the track.

After the competition participant must return the chip to event organizers. If participant loses or doesn’t give back electronic timing chip “Champion Chip”, he must pay 35 Euros.

5.7. START.

Marathon participants are required to arrive at place of start from 6.30 a.m. to 7.00 a.m. (local time) for passing the border and customs control. Set by the organizers place is a temporary customs and border zone. Output in the passage of border and customs control without accompaniment border services is prohibited. There are changing rooms and toilets in this area. A workout can be done there.

For customs control participants obliged to have:

* valid passport and visa, which lets leave/enter Lithuania and Belarus borders;

* international medical insurance;

* medical certificate (issued by medical institution) about participants health status with a special mark (participation in the marathon is allowed);

* participant card;

* starting number;

* personal things.

After the Customs service control, the participants must give their passports to border service staff. Passports will be returned at the finish. After the Customs service control, personal items of participants are packed and sealed under the supervision of Customs officers and loaded into a bus. Personal belongings will be returned in the finish.

Participants pass the border and Customs service control the day of marathon start, from 6.30 a.m. till 7.30 a.m. (local time).

At 7.50 all participants with their starting numbers and have additional registration and go to the start. It is done in the presence of representatives of border and customs services and the organizing committee. After the release to the start (7.50 a.m.) to the start (8.00 a.m.) participants are not allowed to go out with the starting alignment.

Start is at 8.00 a.m.

5.8. REQUIREMENTS, RESTRICTIONS AND PENALTIES.

Participants, their fans or team members are restricted to use various measures that have wheels (bikes, roller-skates and etc.), also to be accompanied by an escort or to guide dogs. Participants are not allowed to leave the route without permission of referees. If participant will not stick to the marathon rules, he will be disqualified.

If the participant leaves the marathon route, in the nearest point he must inform the judges and organizers. After informing judges and organizers about leaving, participant needs to wait for the bus (the bus is going after the last marathon runner) and further take a bus ride. Participants, who haven’t finished the route, cannot arbitrarily withdraw from the route. They must cross national borders and go to the border and Customs service.

Participants must be attentive. In some route sections car traffic will be prohibited only in part. Special services staff will monitor the movement of motor vehicles on the track, but the participants themselves will have to be careful. The organizers have the right to disqualify a participant if he ignores the competition rules, disturb other participants or cause any other problems.

5.9. DISTANCE MEASUREMENT, NUTRITION AND BIO TOILETS IN THE MARATHON ROUTE

The route is marked with an indication of each kilometer of distance and 21.1 (half marathon) and eating points at 5, 10, 15, 18, 20, 23, 25, 28, 30, 33, 35, 38, 40  kilometers of the distance. Participants in the food points will be provided with non-carbonated mineral water, energy drinks and fruits.

At the 10, 20 and 30 kilometers of the track bio toilets will be built. In the entire marathon track two medical points with the medical equipment will be working. One car will be going after the last marathon runner.

5.10. FINISH.

Participants, who reach the finish line, receive a commemorative medal. At the finish line participants will be provided with soft drinks.

After crossing a finish line, marathon participants will be checked by the border and Customs service, the passports will be returned. If necessary, medical assistance will be provided. Changing cabins and showers also will be provided.

Participants, who became winners of the competition in absolute championship (1-6 place) and winners (1-3 place) in the age groups of men and women, representatives of the teams, who were winners in the team competition (1-3 place)are required to complete statements for the prize-giving at the appropriate representatives of the organizing committee (before receiving awards.) Representatives will be at the finish. Additionally organizers may award special prizes to participants.

6. WINNERS AND AWARDS.

All, who overcomes the distance on time, will be given commemorative medals.

Competitions take place in individual events and team championship. Marathon winners are determined by the best set time. Participants, who take 1-6 places in the absolute superiority of men of women (separately), will be awarded diplomas and monetary prizes:

Participants who took 1-3 places in the age groups will be awarded financial or material prizes and certificates. Participants, who are awarded in the absolute superiority (1-6 place), in the age groups will not be awarded.

Information about the size of prize money in the absolute superiority in age groups will be available on the official website of the marathon, not later than 20 days before the start of the marathon.

Additionally special prizes may be established by organizing committee. The organizing committee determines the number of awarded participants.

In the team championship winner is determined by the sum of the results of the top three team members ( two men results and one the best result among women) . Team is not limited. The team won first place in the team competition will be awarded cups , and three of the best ( credit ) members of the winning team will be awarded prizes. Teams who took second and third place will be awarded cups .

Club team, which was presented to the most numerous composition ( the number of participants who finished ) will be awarded a Cup in the category “The most numerous team."

Awarding of marathon winner starts at 12.00 a.m. (awarding in the absolute priority) and will continue until 15.00 (local time).

7. FINANCING TERMS.

Marathon participants meet the cost of accommodation, meals during competition, travel to marathon and back.

Organizers contribute to creation of the event budget. Estimated costs:

Executive committee of Grodno district covers the costs of participants’ safety in the road of Grodno region.

Executive committee of Grodno city finances the costs of bio toilets rent, is responsible for the marathon participants safety on the roads in Grodno city, organizes the marathon opening and closing ceremonies, organize concert, is responsible for promotional material about Grodno, is responsible for the eating spots in Grodno city.

Executive committee of Grodno area finances the costs of bio toilets rent, is responsible for the rendering of medical aid, takes responsibility for the participants safety on the road of Grodno region, prepare promotional material about the Grodno region, organize the function of eating spots in Grodno region.

Municipality of Druskininkai finances the publication of informational booklet about Druskininkai city, ensures the public order and prepares the concert and cultural program.

Public Institution “Sportbalt” covers the costs of the official International Friendship Marathon web site, is responsible for advertising posters in Druskininkai city, covers the costs of bio toilets rent, finances the medical staff and medical transportation expenses, organizes festal concert, prepare medals, diplomas, covers the other with the prizes related costs, partly covers the prize fund, covers the transport expenses.

Department of physical education, sports and culture of Executive committee of Grodno area and Grodno regional organization of NGO "Belarusian Athletics Federation" covers feeding and judges college costs, costs of abroad judges accomodation, also covers feeding and accomodation costs of that participants who will come from orher countries (with special invitations), participants feeding costs (dinner at July 10, 2016). The said organization covers printing and clerical costs, topographical services, medical costs, pays for work to service staff, prepare medals, diplomas, covers the other with the prizes related costs, partly covers the prize fund, covers the transport expenses.

8. VISA FOR PARTICIPANTS.

Participants of the marathon must have a valid passport to come in the Republic of Belarus and the Republic of Lithuania. Marathon organizers can assist in receiving visa. The competent authorities of both countries apply to embassies and consulates of the countries to receive a one-time visa to participate in the marathon. Organizers do not guarantee the receiving of visas but they’ll make efforts.

Participants who haven’t visa must register before the 1-st of June 2017. They need to apply to the organizing committee of the marathon with a request to receive visa. If you apply later than the 1-st of June, the organizing committee will not assist in receiving visa.

The registration of visas is carried out in the embassies and consulates of the Republic of Belarus and the Republic of Lithuania. Participants who haven’t visas prepare, apply and receive documents themselves. It is done for their own money. Marathon organizers negotiate visa procedure with the competent authorities of both States.

Participants should arrive at the embassies and consulates of countries to receive a one-time visa. Time of arrival will be informed later.

9. ACCOMMODATION OF PARTICIPANTS.

Those participants, who wish to be accommodated at the Druskininkai or Grodno hotels,
should contact the organizing committee not later than the 15 of June.  The organizing committee will try to help participants to reserve hotel also they can provide a place to sleep in the sports hall.

10.  PROTESTS.

All protests must be given to Chief Referee in written not later than 30 min after the race end. The Protest costs 30 Euro and the fee is refundable only if the appeal jury (Athletics federation of Belarus representative, Athletics federation of Lithuania representative and chief judge of marathon) satisfies the protest. Consideration of the protest may take up to one hour. If the protest fee is not paid, the protest is not considered.
